Sugar industry poised for further growth with investor upsurge

THE supply of sugar against demand is set to increase as more investors have shown interests to venture into investment in the sector, hence promising a big relief in prices of the commodity in the country in future.


In this vein, the Minister for Industry, Trade and Investment, Mr Charles Mwijage, and the Minister for Agriculture, Livestock and Fisheries, Dr Charles Tizeba, would this month depart to Mauritius in a mission to attract investors into the sugar sector.
The Permanent Secretary in the Industry, Trade and Investment Ministry, Professor Adolf Mkenda, told the ‘Daily News’ through the telephone yesterday that preparations were being made for the trip. “The talks with Mauritius have already been held and they are waiting for us to go,” Prof Mkenda said.
The good news from the government came at the time when Tanzanians are now feeling the pinch of hiked sugar prices for the past eight months. Prices for the essential commodity went up from early this year when the shortage of the product hit the market due to some of the traders ‘sabotaging’ the economy by holding big chunks of sugar in their warehouses.
The situation had forced the government to embark on a countrywide search for hidden sugar, which resulted into prices going up to over 3,000/- from about 2,000/- per kilogramme in many parts.Since then, prices have slightly gone down, largely hovering at around 2,500/- per kilogramme.
Mr Mwijage, told the ‘Daily News’ that the sugar production was good for the country as it serves as a catalyst to utilise its potential capacity of producing 2 million tonnes against the current 300,000 tonnes per year.
The minister noted that several local and foreign investors were now in different stages to set up sugar firms -- mainly in Morogoro, Kigoma and Songwe regions as well as Rufiji District of Coast Region.
Last week, the National Social Security Fund (NSSF) and PPF Pension Fund announced plans to jointly establish a sugar processing factory at Mkunazini and Ngerengere in Morogoro Region. The pension funds stated that the proposed factory will be in a position to churn out 200,000 tonnes of sugar per year.
Mr Mwijage noted that in Rufiji two major foreign investors are set to establish giant sugar factories. But he was not in position to tell the timeframe within which they would start operations. He said another foreign investor was set to embark on massive sugarcane farming in Songwe, noting that currently, talks are ongoing with the relevant authorities for the company to begin production.
He further noted that the plans were also to make the existing sugar factories to raise their production capacity, saying the Morogoro sugar industry is set to produce 270,000 tonnes per year by 2020. He said Kilombero sugar and Kagera sugar factories were directed to produce more.
According to him, the ministry is now conducting talks with existing sugar producers to list down the challenges they face in efforts to increase production to enable the government to find solutions
.Meanwhile, Mr Mwijage reported that his ministry has implemented the directive by President John Magufuli to set aside 10,000 hectares of land in Bagomoyo District for Bakhresa Group of Companies to establish a sugar factory.

[Tanzania] State files objection against 6bn/- suit by fishing vessel owner

THE Director of Public Prosecutions (DPP) has advanced four grounds of objections, seeking dismissal of the application by owner of the fishing vessel linked in the trial, commonly known as ‘Samaki wa Magufuli case’, who is demanding 6bn/- compensation.

The owner of the ship, Tawariq- 1, which was tendered in court as exhibit during the trial of two Chinese, Hsu Chin Tai and Zhao Hanquing and others, is Mr Said Ali Mohamed al Araimi, who is Managing Director of Sea Tawariq LLC, a company registered in the Sultanate of Oman operating from Muscat.
In his application, Mr Araimi requests the court to order restoration of the exhibits to him, including the motor fishing vessel (Tawariq 1) or its value paged at 2.3 million US dollars and 2,074,249,000/-, being the value of fish, after discontinuation of the trial by the DPP entering nolle prosequi to the accused persons.
Mr Mohamed al Araimi stated that on March 8, 2009, in the morning, while on their way to Mombasa exercising freedom of navigation with 296.3 tonnes of Tuna fish on board, at a place which was about 180 nautical miles from the coast of Tanzania, the seafarers were arrested by “people holding guns’’.
After arrival in Dar es Salaam, the Director of Public Prosecutions instituted several court cases against 37 persons. On March 20, 2009, they appointed Captain Bendera from the said law chambers to represent the accused persons in the matter. Other accused persons were acquitted.
Hsu Chin Tai and Zhao Hanquing were charged with unlawful carrying out of fishing activities in the EEZ in addition to causing water pollution and degradation of marine environment. Hanquing was charged with an alternative count of accessories after the fact.
After full trial, on February 23, last year, the High Court convicted the two of unlawful carrying out fishing activities in EEZ and sentenced to pay a fine of 1bn/- each or go in jail for ten years in default of paying the fine.
Tai was convicted of another separate offence of water pollution and degradation of marine environment. He was sentenced to pay a fine of 20bn/- or imprisoned for 10 years upon failure to pay the fine in question. Both appellants defaulted paying the fine.
Having been aggrieved by the judgment, the two took the matter to the Court of Appeal. In its decision, the Court of Appeal reversed the High Court verdict and discharged the two Chinese. Immediately thereafter, the two were rearrested and charged with same charges at Kisutu Resident Magistrate’s Court.
But on August 14, last year, the Director of Public Prosecutions withdrew the charges by entering a nolle prosequi certificate, showing he was no longer interested to pursue the case.
However, in his objections filed before the High Court, Principal State Attorney Timony Vitalis, for the DPP, states that an order for restoration of the exhibits under section 33 (3) of the Criminal Procedure Act could not be based on fresh evidence, which is not on the trial record.
He states that since none of the exhibits sought is still under the custody of the court, the law organ was not provided with jurisdiction to order restoration of the exhibits that are lawfully in possession of the Republic to the accused persons.
According to the DPP, some relief was sought and granted by the court of the Resident Magistrate of Dar es Salaam at Kisutu on August 22, 2014, as had been indicated rejoinder affidavit by the applicant.
He stated that since the Court of Appeal quashed the proceedings and judgment of trial court, the High Court being a former trial court could not order the restoration of the exhibits tendered before it during the trial to a person other than the Republic and the accused pending on who tendered what exhibit.
The case is being heard by Judge Ama Munisi. The ship’s owner is being represented in the matter by a Dar es Salaam advocate, Captain Ibrahim Bendera, from M & B Law Chambers, which is headed by former Principal Judge Hamisi Msumi.
In his affidavit to support the application, Mr Mohamed al Araimi, stated that on December 15, 2008, they employed Captain Hsu Chin Tai from China to be the master fisherman of the ship. On December 31, 2008, they afforded ticket to him for Mombasa in Kenya to replace Captain Hong Zheng Liang.
At the time, he stated, the vessel was conducting fishing activities in the high seas. Records of their office, he stated, showed that on January 3, 2009, Captain Tai arrived on board the vessel at a position in the Indian Ocean; some 400 nautical miles from the Kenyan coast.
After boarding the vessel, Tai underwent a ship familiarisation tour conducted by Liang after which the vessel was handed over to him on January 9, 2009. The vessel completed fishing in the high seas on March 5, 2009 and hauled all fishing gears on board before getting to another ship to collect the three Kenyans.

UDOM council needs to promote government vision

NEWLY appointed members council of the University Dodoma have been urged to be key pioneers to promote government’s vision by adhering on core objectives and assist government initiatives of becoming a middle income economy.


The urge was given here yesterday by the newly appointed Chairperson for council of the University of Dodoma Ms Gaudencia Kabaka when opening the first duty meeting of the fourth phase council of the University of Dodoma.

Ms Kabaka noted that members should stick to core objectives by properly understanding their obligations and limitation, which governs the university and be key link between workers and management.

Moreover, the university council as the highest management body of the university should be ready to show the right way to solve all challenges that will arise in between and allow the conducive environment of the university to remain the centre of excellence, added Ms Kabaka.

Ms Kabaka added that the University of Dodoma was the unique one in the country as the fundamental plan of the government was to establish the university to accommodate all students who graduated from secondary schools through “MEM and MEMKWA” bases from ward secondary school.

She urged the council to assist the government to attain to that goal. Ms Kabaka said the capacity of the University of Dodoma (UDOM) to enroll students per year was 45,000. She further said that the intake could not be handled by any other university in the country.

The government, she said, directly depended on the quality of graduates from UDOM to enhance building the economy. The new council, whose members are normally appointed by the Chancellor of the University H.E.

Retired President Benjamen William Mkapa, comes from the ministry of education, health and Finance from Tanzania mainland and also one member from the Isles ministry of Education, Zanzibar.

In addition the council has two representatives from University of Dodoma Students Organisation (UDOSO) and two from Workers Council (THTU). The chairperson for the council is a presidential appointee post and the current fourth council chairperson Ms Gaudencia Kabaka was appointed by H.E. President Dr John Pombe Magufuli almost three months ago to man UDOM Council.

There are other three chairpersons including Dr Bilali, Ambassador Mwapachu and Ambassador Augustino Mahiga who is now minister for foreign affairs and East African Cooperation.

Meanwhile, UDOM Vice Chancellor Prof Idrisa Kikula advised all members to engage in high grade communication by enhance sides, workers council and the management to work together and observe the university’s regulation.

Prof Kikula thanked the President Dr John Pombe Magufuli and UDOM Chancellor Hon Retired President Benjamin William Mkapa for proper selection of the Council’s members whom he said, will help UDOM to go more forward in its mission

Central African Republic: Clashes leave 25 dead - UN

NoTwenty-five people have been killed in two days of violence in the Central African Republic, the UN peacekeeping mission has said.
On Thursday, 15 people died in clashes between Muslim fighters of the former Seleka militia and the Christian vigilante anti-Balaka group, it said.
Six police officers and four civilians died in an ambush on Friday.
The Central African Republic has been wracked by conflict along religious and ethnic lines since 2013.
In a statement on Saturday, the Minusca mission said "clashes between elements of the anti-Balaka and ex-Seleka caused 15 deaths and a number of wounded" in the town of Bambari, about 250km (150 miles) north-east of the capital Bangui.
It added that "six gendarmes and four civilians lost their lives on Friday morning in an ambush on the Bambari-Grimari road".
The UN mission urged all armed groups to end "the cycle of attack and reprisal".
Seleka rebels briefly seized power in March 2013 and deposed the Christian President Francois Bozize.
The Seleka group was itself then ousted, leading to a wave of violent reprisals against the Muslim population by the Christian anti-Balaka militia.
Thousands of people have been killed and hundreds of thousands displaced in the CAR since 2013.
More than 12,000 UN peacekeepers are deployed in the country.

Republican presidential candidate Donald Trump has said Hillary Clinton's foreign policy plan in Syria would trigger World War Three.
He said the US should focus on defeating the so-called Islamic State rather than convincing Syrian President Bashar al-Assad to stand down.
Mrs Clinton has been proposing a no-fly zone over Syria, which some say could lead to conflict with Russian jets.
The Clinton campaign accused Mr Trump of "playing to Americans' fears".
Mr Trump also attacked Republicans for not uniting behind his candidacy.
"If we had party unity, we couldn't lose this election to Hillary Clinton," he told Reuters news agency at Trump National Doral golf resort in Miami, Florida.

High drama as DCC fails to identify Simon Group stakeholders



THERE was high drama at the parliamentary Committee on Local Authorities Accounts Committee (LAAC) yesterday when the Dar es Salaam City Council (DCC) failed to identify the shareholders of Simon Group of Companies, which owns a major stake in Usafiri Dar es Salaam (UDA).







LAAC Vice-Chairman, Abdallah Chikota, prematurely called off the meeting after the top management of the city council appeared to be misinformed over the controversial purchase of the city’s public transport company.
MPs yesterday wanted the city council to explain beyond reasonable doubt how Simon Group, whose Chairman and Chief Executive Officer (CEO) is Mr Robert Kisena, became one of the shareholders in UDA.
Apart from Mr Kisena, MPs said that they were well informed that there were other shareholders in that company, but when the Dar es Salaam City Lawyer, Mr Jumanne Mtinange, was asked to mention their names, he said he did not know their identities but said he knew there were two or three more shareholders in that company.
“I have no any document containing details of Simon Group; therefore, I request that we be given more time to work on this,’’ he pleaded before the committee.
This prompted Mr Chikota to summon the Minister of State in the President’s Office responsible for Regional Administration and Local Government, Mr George Simbachawene, to appear before his committee on Friday morning to give answers to unanswered questions that were left pending by the city council.
Mr Chikota also summoned Treasury Registrar (TR) Lawrence Mafuru, Attorney General (AG) George Masaju and the Chief Executive Officer of Business Registration Licensing Authority (BRELA), Frank Kanyusi, to the committee.
The committee grilled for more than two hours the DCC top leadership led by the City Director, Ms Sipora Liana, on how Simon Group of Companies acquired stake in UDA. However, despite the simultaneous questions asked by lawmakers, none of them was able to give convincing answers to the committee.
Simon Group is the company that controversially bought the city’s public transport company, UDA, through which it became the main shareholder of UDART, currently operating the Bus Rapid Transit (BRT) that have revolutionalised Dar’s congested transport system.
The committee’s members were referring to the CAG report for the year ending June 2015. According to a report, UDA Board of Directors sold the un-allotted shares in UDA without the government approval.
It revealed that the board of directors under the chairmanship of Mr Iddi Simba gave a 60pc discount on the value of the shares to the prospective investor without any clear basis. According to the CAG, the board chairman admitted receiving 320m/- in his personal account from Simon Group Limited as consultation fee for the services he claimed to have provided to the investor, which raises a serious conflict of interest.
Ulyankulu MP John Kadutu (CCM) demanded clarification as to why 320m/- were deposited in Mr Simba’s personal account. Responding to the question, the Dar es Salaam City Director said she was also worried to see such huge amount of money being deposited in that account without any clarification. Ms Liana has only three months in office since she was appointed by President John Magufuli in July as new Dar es Salaam City Director.
The MP further wanted to know how Simon Group acquired stake in UDA, putting to task the city council’s economist, Ms Sara Yohana, to give clarifications.
According to her, after Simon Group acquired un-allotted shares at a contract price of 7m/-, he was given powers by the UDA Board of Directors to supervise the city’s public transport company as a big shareholder.
The city council’s Acting Internal Auditor, Mr Eusebi Marenge, also said the company was giver powers by the board. In UDA shares, the DCC owned 51 per cent while the Treasury owned the remaining 49 per cent. The city council sold its shares in 2013 and currently the money that the council received (4.6bn/-) is deposited at the Bank of Tanzania (BoT).

'Al-Shabab attack' on Kenyan town Mandera kills 12


At least 12 people have been killed in an attack in Kenya claimed by Somalia-based militant Islamist group al-Shabab.

The target was a guesthouse hosting members of a theatre group who were performing plays in schools in the north-eastern town of Mandera.
Kenyan authorities deny that al-Shabab carried out the attack.
In Somalia, the militants exploded a truck bomb near an African Union military base.

Ex-TPA boss, three others arraigned over 8bn/- bribe


FOUR people, including estranged Tanzania Ports Authority’s (TPA) Director General Ephraim Mgawe were arraigned yesterday, charged with an 8bn/- corrupt transaction.

Besides Mgawe, before the Kisutu Resident Magistrate’s Court were former TPA Director of Engineering Bakari Kilo (59),TPA Procurement Unit Manager Theophil Kimaro (54) and 60-year old DB Shapriya Managing Director Kishor Shapriya.
Before Principal Resident Magistrate Thomas Simba, all accused denied the charges relating to a tender deal for the construction of an oil pipeline.
They were granted bail subject to each securing two reliable sureties, with every surety required to sign a 500m/- bond.
Magistrate Simba also ordered all accused to surrender before the court their passports or any other travel documents before adjourning the case for another mention to November 7. Investigations into the matter, according to the prosecution, have not been completed.
A prosecutor from the Prevention and Combating of Corruption Bureau (PCCB), Mr Emanuel Jacob, told the court that the accused committed the offences on diverse dates at unknown places in the city between 2009 and 2012.
He alleged that during the period, Mgawe, Kilo and Kimaro jointly and corruptly solicited through an agent, DB Shapriya and Company Limited, four million US dollars (over 8bn/-) from Leighton Offshore Pte Limited.
Assisted by Senior State Attorney Mutalemwa Kishenyi, the PCCB prosecutor further claimed that the amount was an inducement to help Leighton Offshore Pte Limited to win the tender for the replacement of the Single Point Mooring (SPM) and Pipeline at RAS Mjimwema to TPA.
The prosecution informed the court that within the period and places, Shapriya, as the gent of Leighton Offshore Pte Limited, corruptly offered the four million US dollars as bribe to Mgawe, Kilo and Kimaro.

Dar, Rabat ink 21 mega deals





TANZANIA and Morocco yesterday signed 21 mega deals involving about 4 trillion/-, thanks to the historic visit by Moroccan King Mohammed VI.



The inked deals cover the natural gas, energy, minerals, science and technology, agriculture, tourism, banking, insurance, export processing zones, transport and health sectors, involving the General Confederation of Moroccan Enterprises (CGEM), Bank of Africa, Moroccan Agency for Solar Energy (MASEN), Morocco’s Office Cherifien de Phosphate (OCP), Moroccan Insurer (MAMDA), Attijariwafa Bank and the government.
King Mohamed, whose trip to East Africa included a stopover in Rwanda last week, had talks with President John Magufuli in Dar es Salaam yesterday, focusing on broadening the cordial relations between the two friendly countries.
The Moroccan Monarch promised to support Tanzania’s renewable energy sector, promote private partnerships, south-south relations, support the tourism industry and improve trade relations between the two countries.
President John Magufuli, flanked by his duputy, MsSamia Suluhu Hassan, and Prime Minister Kassim Majaliwa said the visit by the Moroccan King signifies the long-term friendship between the two nations.
Dr Magufuli, speaking at his Magogoni office, consented to his guest’s plea to extend his stay in the city for a night. While Morocco has named one of the golf playgrounds after Dar es Salaam, Tanzania has one of her streets in the city named after Morocco.
“Our aim is to build the middle income nation powered by industries...the agreements we have signed here today mark greater mileage towards attaining this goal,” President Magufuli said, assuring that the Tanzanian economic growth was on track, having recorded an impressive 7.9 per cent growth in the second quarter as well as dwindling inflation at four percent.
“We want our economy to grow at an average of 7.2 percent come next year,” he added. Foreign Affairs and International Corporation Minister Dr Augustine Mahiga said the relationship between Tanzania and Morocco dates back to 1631.
Describing it as a special visit, Dr Mahiga said Tanzania has for the first time in history witnessed over 20 agreements and convections signed at once.
Impressed Trade, Industry and Investment Minister Charles Mwijage said the arrival of the Moroccan King will indeed help to improve trade and investments in the country.
He described the royal tour of the country, preceded by a three-day Tanzania-Morocco Business Forum, as highly successful, with fruitful deliberations through which Moroccan investors promised to support various sectors in the country.
Morocco’s Minister for Foreign Affairs Salahddine Mezouar and CGEM Chairperson Amine Bouarti expressed commitment to cooperate with Tanzania’s Private Sector in exchanging and sharing technical expertise.

Air Tanzania for direct flights to Morocco soon





Speaking shortly after signing the 21 bilateral deals between Tanzania and Morocco in the city yesterday, President John Magufuli said he had principally agreed with his visitor to launch the direct flights between the two cities.
He said the flights will help boost tourist arrivals, with Moroccan figures indicating that last year, the North African country registering 10.5 million tourist arrivals amid the target of 14 million tourists this year.
“There will be direct flights to Rabat...we will enhance cooperation with Royal Air Maroc,” President Magufuli said at State House, noting that the two countries had agreed to strengthen security cooperation, with Tanzania expected to deploy some 150 uniformed personnel anytime next year for an exchange programme.
President John Magufuli told his audience, including Vice President Samia Hassan Suluhu, Prime Minister Kassim Majaliwa, cabinet ministers, members of diplomatic mission and business community that the king had agreed to finance construction of the state of the art mosque in Dar es Salaam.
“We are here to build a modern economy,” Magufuli said, insisting that the friendliness between Morocco and Tanzania is deep rooted. At the ceremony, Prof Makame Mbarawa, on behalf of the government, signed an agreement with Moroccan Foreign Affairs Minister Salahddine Mezouar on air cooperation.
The agreement was just after Tanzania Foreign Affairs and International Cooperation Minister Dr Augustine Mahiga had inked another deal with Mr Mezouar on economy, science, technology and culture.
ATCL, reopened its domestic flights on October 15, after the government support on the procurement of Bombardier Dash 8 Q400, thanks to President Magufuli’s commitment to revitalise the almost collapsing national flag carrier.
This is the first time King Mohammed VI is visiting the country, thanks to efforts by Tanzania’s Consular General in Morocco, Mr Fouad Mustafa.
Mr Mustafa has reportedly played a significant role in facilitating cordial relationship and cooperation between Tanzania and Morocco, with special focus on foreign relations, security, infrastructure, education and investments as well as private sector development.

Local governments top list of corruption case files - Kairuki

Minister of State in the President’s Office, Public Service Management and Good Governance, Angela Kairuki, told the Parliamentary Committee on Administration and Local Government, that out of the 3,082 corruption case files currently under investigation, 1,357 cases (44.03 per cent) involve the local governments.
She explained that by last June, 509 corruption cases were filed in various courts, with 209 cases, equivalent to 41 per cent, involving the local governments, followed by the health sector that had 63 cases, equivalent to 12 per cent.
The minister said that the development of science and technology globally has come with new challenges in the fight against corruption. “Currently, people engaging in corruption use modern techniques, making it difficult to prove the bribery charges against them before the court,” Ms Kairuki said, adding that in addressing the challenges, the Prevention and Combating of Corruption Bureau (PCCB) in 2014 established a forensic laboratory to investigate corrupt allegations through modernised techniques.
Ms Kairuki, further said that, PCCB has saved about 44bn/-, which is an increment from the 36.78bn/- saved in 2014/2015. “PCCB has put in place a new system of monitoring public expenditure in the implementation of various development projects under local governments to ensure value for money,” said the minister.
Ms Kairuki noted that the Grand Corruption Court is scheduled to start operating soon after completion of its operational regulations and justices’ training. The court comes with the system to hear and conclude the cases within not more than six months.
The committee chairman, Mr Jason Rwekiza decried what he described as lenient penalties for bribery offences as compared to the loss that the vice subjects the nation. “There is an urgent need to review the laws to introduce severe penalties against corruption convicts, if possible, they can be condemned to death as China does,” he said.
He advised the government to review salaries for public servants, saying majority of them earn peanuts, and become easily tempted to corrupt practices.
Ukonga legislator Mwita Watara on Chadema ticket said people have been accusing the police of corruption and at the same time the same law enforcers are expected to arrest and prosecute corruption cases.
Member of Parliament for Welezo (CCM) Saada Mkuya Salum faulted the corruption report over its failure to highlight sexual corruption. She described sexual corruption as a serious barrier against qualified individuals in their pursuit for jobs, asking the government to take appropriate actions to address the problem.

Four people have been killed during protests against the UN peacekeeping mission in Central African Republic.
Peacekeepers opened fire when demonstrators tried to force their way into the UN headquarters, says a BBC reporter, who saw bodies being taken away in a police vehicle.
The UN denies using live bullets and says its soldiers only used tear gas.
A group of Central Africans wants the UN mission to withdraw, saying it is failing to protect people.
The peacekeepers were deployed after civil war broke out in 2013 when then-President Francois Bozize was ousted by mainly Muslim Seleka rebels.
But the UN has been hit by several allegations that its troops have been sexually abusing children.

A coalition of civil society organisations called on residents of the capital, Bangui, to stay at home in protest at the UN mission in CAR, known by its French acronym, Minusca.
The coalition says Minusca is supposed to protect civilians and tackle armed groups in the city.
"But wherever the UN forces go there is violence," protest organiser Gervais Lakosso told AFP news agency.
As well as the four civilians killed, 14 people were injured in the clashes on Monday, with five peacekeepers among those hurt, according to a Minusca statement.
The BBC's Max Allaroum in Bangui says the deadly shooting took place at the main square in Bangui, not far from the UN headquarters.
The UN soldiers tried first to disperse the protesters by shooting in the air. They then shot at the crowd when it became more agitated and advanced on the building.
Minusca spokesman Vladimir Monteiro told our reporter the UN had only fired of tear gas to disperse the demonstration.
Numerous armed group still operate across the country - both Seleka and Christian self-defence forces set up to tackle them, known as anti-Balaka.

Bunge team declines debate on toxics




MEMBERS of the Parliamentary Committee on Industries, Trade and Environment yesterday declined to debate a report on disposal of toxic waste at mine sites and the demolition exercise unless they visit some of the areas to study the situation on the ground.

The report was scheduled to be presented before the committee members by the Vice-President’s Office (Environment and Union).
The MPs who described the report as hypothetical argued that they had never visited any mine site since the committee was formed, thus they are unfamiliar with the environmental issues contained in the report.
Konde MP Khatib Said Haji (CUF) said that the committee members were supposed to visit some of the mine sites and areas affected by the demolition exercise before debating the report.
He charged that some of the government officials have been providing their supervisors with false reports, adding that it will be difficult for the lawmakers to validate the report because they were not aware of the situation on the ground.
“One of the roles of the National Assembly is to supervise and advise the government. Therefore, they cannot debate the report of which they are not familiar with the issues presented,” Mr Haji said.
CHADEMA Special Seats MP, Hawa Mwaifuga, said that the committee had requested to visit some of the mine sites several times so that they can be familiar with some issues, but their request had never been successful.
She said that the committee deserves the rights to know all the actions being taken by government executives on some issues related to environment so that it can do its job well.
Singida Urban Lawmaker (CCM) Mussa Sima said the report was hypothetical because the MPs, as people’s representatives, were supposed to be involved in some incidents related to environment instead of reading them in the report. “We cannot allow this report to be presented in the National Assembly because we cannot prove the authenticity of the document,” Mr Sima said.
Special Seats (CCM) MP Faida Bakari maintained that the committee members will never debate the report unless their request is fulfilled. “We cannot validate the report because most of the committee members are new and we have not visited any of these areas as shown in the report,” she said.
Ms Tauhida Nyimbo (Special Seats- CCM) said environment is very sensitive issue thus legislators should make sure that they safeguard the interests of their electorate.
“We are here to work for the interests of our people and not the ministry. We are not ready to debate this report before visiting some of these areas to get the real picture,” he stressed.
On the demolition exercise, Ms Nyimbo said that there were some people whose houses were demolished although they were issued with permits by some government executive.
“How are we going to prove this if we don’t visit the sites?” she asked. Responding, the Deputy Minister in the Vice-President’s Office (Environment and Union), Mr Luhaga Mpina, said that it was not the responsibility of his office to coordinate the committee’s tours.
He pointed out that the committee was responsible with identifying the areas it wants to visit and inform the office of the National Assembly Clerk for further communications with his ministry.
Mr Mpina said that his ministry is ready to take the committee members to all areas which they will be interested to visit them.

Kairuki warns against sending TASAF funds to ineligible people



THE Minister of State in the President Office, Public Service Management and Good Governance, Ms Angellah Kairuki, has said she is going to oversee that all Tanzania Social Action Funds (TASAF) cash transfers to ineligible people are recovered and legal measures taken to those officials involved in the fraud.

Ms Kairuki made the remarks in Dar es Salaam yesterday during her two day field visit to the productive social safety net (PSSN) programme beneficiaries in Kinondoni and Temeke districts.
“I want to get a report of all names of people who were fraudulently issued with the funds along with the amount received and a list of those who have started returning the money,” said Ms Kairuki.
She insisted on a speed up on the verification exercise for the report to be presented to the president. “We are going to use the National Identification Authority (NIDA) and the voter registers to trace all the people who were issued with the funds,” she noted.
Current data shows that out of the 32,456 unfit households countrywide identified, Dar es Salaam Region was leading with 5,457 households in the three districts. A special audit will also be undertaken to foresee whether facilitation allowances being distributed to the councils and regional offices is properly utilised.
Kinondoni District Commissioner (DC), Mr Ali Hapi, who was Acting Dar es Salaam Regional Commissioner (RC), noted that the programme’s objective was very important for the development of the country only for a few individuals who were destroying the image of TASAF.
A lot of funds are being issued but end up into the wrong hands, something which was creating a lot of chaos in streets. Funds that are allocated for facilitation by our officials is used for personal issues,” noted Mr Hapi.
He charged that there was a need to review the entire operational and performance system in the programme.
On his part, Kigamboni Member of Parliament (MP), Mr Faustine Ndugulile (CCM), said it has been reported that some of the officials were employing their political affiliations to enrol and evict people from the programme, something which was not good for the programme.
“The PSSN programme has to reflect on actual data for the government to be able to realise whether it was making progress for the development of the country,” said the MP.
There is a need to devise useful plans that would make the programme sustainable for it is very good in eradicating poverty.
Responding to some questions, TASAF Executive Director (ED), Mr Ladislaus Mwamanga, said the PSSN programme was devised through a logical framework bearing all the key performance indicators.
He said for the programme to be sustainable, the government needs to allocate more funds because a big part depended on development partners (DPs).

US election: Obama calls Trump's election rhetoric 'dangerous'

President Barack Obama has said Republican Donald Trump's insistence that he might not accept the election result is "dangerous".
Speaking at a campaign rally in Miami for Democratic nominee Hillary Clinton, the president said Mr Trump's comments undermined American democracy.
Mr Trump refused in a televised debate to say he would accept the outcome of the election on 8 November.
He later said he would accept a "clear" result but left a challenge open.
Speaking in Ohio on Thursday, Mr Trump said, with a grin: "I would like to promise and pledge to all of my voters and supporters and to all of the people of the United States, that I will totally accept the results of this great and historic presidential election - if I win."
In the same speech, he said he would accept a clear election result but reserved the right to file a legal challenge in the case of a questionable one.
Hours later, the president said that sowing the seeds of doubt in people's minds about the legitimacy of US elections provided a boost to the country's enemies.
"You're doing the work of our adversaries for them, because our democracy depends on people knowing that their vote matters," said Mr Obama.
Mr Trump has been heavily criticised by many in his own party by suggesting he might not accept the election result.
For days, he has claimed the election is rigged against him, due to media bias and voter fraud.

During Wednesday night's debate with Mrs Clinton, when moderator Chris Wallace asked Mr Trump if he would accept losing to her, the Republican nominee said he would "keep you in suspense".
Mr Trump's campaign manager, Kellyanne Conway, later insisted that the candidate had meant he would not concede until the "results are actually known".
Republican Senator John McCain, who lost to Mr Obama eight years ago, said: "A concession isn't just an exercise in graciousness. It is an act of respect for the will of the American people, a respect that is every American leader's first responsibility."
First Lady Michelle Obama also joined the attack on Thursday, saying "you do not keep American democracy in suspense".

Hillary Clinton walked on to her campaign plane to the cheering and clapping of her aides.
She told reporters she was relieved and grateful and joked there would be "no more naps"- a reference to Trump's repeated description of her prep days off the campaign trail as naps.
Mrs Clinton's stand-in for Mr Trump during the mock debates was one of her close aides, Philippe Reines, who took the role so seriously that he wore Trump cufflinks, shoe lifts and the same red tie as Mr Trump. After the debate, Mrs Clinton and Mr Reines embraced and he called her a "badass hombre".
Clinton aides said she would continue to highlight Mr Trump's refusal to pledge he would accept the results of the election. But would it be a real crisis on election day? Not if the result was a decisive win, they seemed to quietly indicate.
If Mrs Clinton and her team felt that she had closed the deal on stage, they kept their confidence in check. But the mood on the plane was certainly relaxed.

Mr Trump has trailed Mrs Clinton in the polls after facing damaging fallout over a video that emerged of him making obscene remarks about groping women.
When asked to address the allegations made against him by several women in the wake of the video, Mr Trump said the claims had been "largely debunked".
Mr Trump's comments come after a 10th woman came forward to accuse him of sexual assault on Thursday at a news conference.
Karena Virginia said Mr Trump allegedly touched her breast at the US Open in 1998 and made offensive comments about her to a group of men.
The two candidates are scheduled to appear at a charity dinner on Thursday night in New York.
Polls suggest Mrs Clinton is ahead nationally and in key battleground states.

What happens next?

  • Within hours, Hillary Clinton and Donald Trump will come face-to-face again, at a white-tie gala at the annual Alfred E. Smith Memorial Foundation Dinner in New York. Both will make speeches, with tradition dictating the candidates deliver humorous remarks poking fun at themselves and each other, which could be awkward, given how ugly the campaign has become. The bitter rivals will sit one seat apart, with New York's Cardinal Timothy Dolan in the middle.
  • The two candidates will spend the remaining 18 days before the election criss-crossing the US in their bid to persuade undecided voters. Expect to see lots of appearances in battleground states such as Ohio, North Carolina, Florida and Pennsylvania.
  • Voters will go to the polls on Tuesday 8 November to decide who becomes the 45th President of the United States
  • The new president will be inaugurated on 20 January 2017

British Cycling chief executive Ian Drake will step down in April.
The organisation is already searching for a replacement for performance director Shane Sutton, who left amid allegations of sexism, which he denies.
Drake, CEO since 2009, has been in charge during a hugely successful era.
His exit, revealed by BBC sports editor Dan Roan, comes as British Cycling is under scrutiny from UK Anti-Doping (Ukad), which is investigating allegations of wrongdoing in the sport.
The claims surround therapeutic use exemptions (TUEs), and the administering of medication to riders.
Ukad officials visited British Cycling headquarters earlier this month, saying the meeting was arranged with the governing body's "full co-operation".
A day earlier, former Team Sky rider Jonathan Tiernan-Locke had told BBC Sport he was "freely offered" the controversial painkiller Tramadol when competing at the Road World Championships four years ago.
British Cycling put the allegation to the medic in question, doctor Richard Freeman, on the BBC's behalf. He denied it.
Team Sky are also under investigation, and their former rider Sir Bradley Wiggins, a Tour de France winner, has been criticised over his use of TUEs.
There is no suggestion British Cycling, Team Sky or Wiggins have broken any rules.
Wiggins took anti-inflammatory drug triamcinolone for allergies and respiratory problems shortly before the 2011 and 2012 Tours and the 2013 Giro d'Italia, his TUEs having been approved by the relevant authorities.
In an interview with BBC Sport published earlier on Thursday, former head of British Cycling Peter Keen said he feared the controversy could cause "collateral damage" to Team GB.
He said it would be an "absolute tragedy" if innocent riders were unfairly tainted, adding there were "lessons to be learned" for British Cycling and Team Sky.
'Tragedy if innocent riders are tainted'
The controversy over TUEs began after hackers allegedly from Russia released athletes' medical files stolen from the World Anti-Doping Agency (Wada).
British Cycling's independent review is yet to publish its findings into the allegations surrounding Australian Sutton, 59.
In April, the organisation was also ordered by UK Sport to investigate allegations official kit - including a high-performance bike - had been sold online for profit.

Britain's golden period under Drake

During Drake's time in charge, track cycling has overtaken rowing as the nation's most successful Olympic sport.
Britain won 20 of the 30 gold medals available in the sport over the past three Games.
Cycling participation has also increased dramatically, with the sport now behind only swimming and athletics in terms of popularity.
Britain was recently awarded the 2019 Road World Championships, to be staged in Yorkshire - although Drake himself did not attend the announcement.
During Drake's time in charge:
  • Dame Sarah Storey became Britain's most decorated female Paralympian, with 14 gold medals
  • Jason Kenny and Sir Chris Hoy became Britain's most successful Olympians, with six gold medals apiece

It comes right in the midst of what is, without any doubt, the biggest crisis the sport has suffered in this country.
If you think about what has happened under his watch, an awful lot has changed for the sport, not least the performance at the very top of the sport.
The track cyclists in particular have been the driving force for Britain becoming an Olympic powerhouse - cycling has become the most successful Olympic sport in this country.

Paul Pogba scored twice as Manchester United coasted to a comfortable victory over Fenerbahce and moved second in Europa League Group A.

With Wayne Rooney back in the team, United did not create much before the Turkish side gave away two cheap penalties.
World record signing Pogba smashed in after Simon Kjaer fouled Juan Mata before Anthony Martial converted following Sener Ozbayrakli's push.
Pogba guided a superb curling shot home from 20 yards with Jesse Lingard drilling home from similar distance to put the game out of sight after the break.
The second half was played out in an exhibition atmosphere and Robin van Persie's late consolation was applauded heartily as he met a low cross to mark his return to his former side with a goal.
United are level with Feyenoord on six points, two clear of Fenerbahce at the halfway point in Group A.

Pogba's swagger holds sway

Pogba's performances since his summer move from Juventus have yet to reach the heights that would justify his £89m fee, but his confidence appears to be building as he finds his niche in midfield.

With the composed Michael Carrick beside him, he was able to dominate the central third with his athleticism and energy.
He proved impervious to goalkeeper Volkan Demirel's attempts to put him off before his spot-kick and showed the same cool head as he guided his second into the top corner.
Harder tests than a flimsy Fenerbahce side will come - not least the visit to Chelsea in the league on Sunday - but Pogba looks increasingly ready to meet and pass them.
"Two days ago he was the worst player in the Premier League and 48 hours later he's phenomenal," said manager Jose Mourinho, referring to criticism aimed at Pogba after his performance in Monday's goalless draw with Liverpool.
"He needs time. I'm happy with his performance because he gave us what we need."

Rooney's inclusion - after being named as a substitute for the previous four games - gave the 30-year-old a chance to show he is as much a part of United's future as its past.

Often operating deep and wide, a clumsy attempt to control a pass from Mata saw one one opening evaporate in an instant, but he then robbed a Fenerbahce defender to help set up Pogba's second and assisted Lingard's strike with a cushioned lay-off.
His leadership and maturity was also evident as he appeared to delegate penalty-taking to Pogba and help the Frenchman ease the pressure of his price tag.
With Sir Bobby Charlton's club-scoring record just three goals away, it was a gesture that came at a personal cost.

"They came with a good defensive plan and stopped us for the first period but then after the first two goals, both clear penalties, it opened the door for quality.
"With the fourth goal we stopped and they tried to have a reaction which they did. I am never happy to concede a goal. We lacked a bit of concentration but that is the nature of the players and lots of changes, it is acceptable."

South Africa 'to withdraw from war crimes court'

South Africa has formally begun the process of withdrawing from the International Criminal Court (ICC), media reports say.
They say diplomats have notified the UN of the move, accusing the ICC of bias against African countries.
Last year, South Africa refused to arrest Sudanese President Omar al-Bashir, who is wanted by the ICC on charges of genocide and war crimes.
He was attending an African Union summit in Johannesburg.
Mr Bashir denies allegations he committed atrocities in Sudan's troubled western Darfur region.
What is the International Criminal Court?
Several media outlets say they have obtained a copy of the "Instrument of Withdrawal", signed by South Africa's foreign minister.
"The Republic of South Africa has found that its obligations with respect to the peaceful resolution of conflicts at times are incompatible with the interpretation given by the International Criminal Court," the document says.
Neither South Africa nor the UN have officially confirmed the media reports.
There are also conflicting legal opinions as to whether South Africa can leave the ICC without parliamentary approval.

'Runaway train'

Human Rights Watch criticised the reported move.
"South Africa's proposed withdrawal from the International Criminal Court shows startling disregard for justice from a country long seen as a global leader on accountability for victims of the gravest crimes," said Dewa Mavhinga, the NGO's Africa division senior researcher.
"It's important both for South Africa and the region that this runaway train be slowed down and South Africa's hard-won legacy of standing with victims of mass atrocities be restored," Mr Mavhinga said.

Last year, South African warned it might leave the ICC.
The reported move to leave comes a week after the South African President Jacob Zuma visited Kenya, a country that has been highly critical of the ICC ever since the prosecutor charged its President Uhuru Kenyatta with crimes against humanity.
He denied the charges, and the trial later collapsed due to lack of evidence.
Two weeks ago Burundi became the first country to express its intent to pull out of the ICC - a decision described by the court as "a setback in the fight against impunity".
Previously, the African Union has urged member states not to co-operate with the ICC, accusing it of bias against Africa.
The 124-member ICC opened in 2002. It is the first legal body with permanent international jurisdiction to prosecute genocide, crimes against humanity and war crimes.
